Bill Spratley, 2012 Charles Greeley Abbot Award

Since 2001, Bill Spratley has served as executive director of the American Solar Energy Society’s Ohio chapter, Green Energy Ohio (GEO), with a current membership of more than 600 individuals and businesses. He has helped develop nine annual Ohio Solar Tours since 2003. Featuring 261 clean energy installations across 137 communities in five regions of the state, the Green Energy Ohio Tour was the nation’s largest tour among all states in October 2010 and 2011.

Bill chaired SOLAR 2007, the ASES National Solar Conference in Cleveland in July 2007, attracting 5,000 people and 160 exhibitors. He chaired the first-ever Ohio Wind Power Conferences by GEO in 2002 and 2004. He led a 29-member Ohio Wind Working Group in 2003-2006 to fashion a smart plan for commercial wind development in the state.

He was appointed to the ASES Board of Directors in January 2012. Bill received the prestigious Charles Greeley Abbot Award from ASES during the World Renewable Energy Forum 2012 in Denver. Earlier he received the National Green Power Leadership Award from the Center for Resource Solutions in 2007 and the Wind Advocacy Award in 2006 from the U.S. Wind Powering America Program of the U.S. Department of Energy
An attorney since 1973, Bill has a J.D. from The Ohio State University College of Law and a B.A. in Political Science from The College of Wooster. As Ohio’s first Consumers’ Counsel from 1977 to 1993, Bill’s office represented 4 million residential ratepayers in over 1,200 public utility proceedings. He also served as a legislative aide in the Gov. John Gilligan’s Office, 1973-75 and as a staff attorney at the Public Utilities Commission of Ohio, 1975-1977.

Between 1993 until 2002, Bill operated a small public utilities consulting firm, William A. Spratley & Associates Inc. (WASA) in Columbus, Ohio. Bill Spratley also served on the U.S. Secretary of Energy Advisory Boards under three Presidents. He was founding president of the National Association of State Utility Consumer Advocates, now with more than 43 state consumer offices. Bill has also served on the boards of the Consumer Federation of America, Green Power Board (Green-e), and the California TURN (Toward Utility Rate Normalization).
