This forum provides an overview of the full Connecticut approach to cheaper, cleaner, and more reliable electricity deployment. Since Governor Dannel Malloy took office, clean energy deployment in the state has increased by an order of magnitude, while the cost of these installations has dropped dramatically. We will explore the ways this has been accomplished, including: a large-scale, reverse auction-structure program called the low and zero emission (LREC/ZREC) program; “Green Bank” financing; a residential solar investment program seeking to deploy no less than 30MWs of new residential PV systems in less than 10 years (using no more than $9 million per year of ratepayer dollars); Commercial Property Assessed Clean Energy (C-PACE); and other policy programs.
